Top PNPs for Canadian PR in 2023

To immigrate to Canada in 2023, you must know the provincial nominee pathway. PNPs, or Provincial Nominee Programs, are immigration programs managed by Canadian provinces. Through PNPs, provinces select and nominate eligible candidates for permanent immigration.

If you qualify to apply for a Canada PR visa as a provincial nominee, it becomes easier for you to move to a Canadian province of your choice.

Canada has approximately 80 different PNPs with different eligibility requirements and a unique application process. Through these programs, provinces aim to address their specific economic and labour market needs. Therefore, they select candidates with relevant work experience in occupations in high demand in the particular province.

Many PNPs require applicants to have a prior connection to a province, like the previous study, previous work experience, or a job letter in the province. But, on the other hand, you also get a chance to apply under a few PNPs designed exclusively for individuals outside of Canada who don't have any prior connection to any Canadian province.

Alberta Advantage Immigration Program (AAIP)- Alberta Express Entry Stream

Top Canadian cities, including Calgary and Edmonton, are a part of Alberta, making it a desirable destination for immigrants. Moreover, the job market in Alberta is ever-growing, and the education system is highly reputed. You may consider this province if Canadian immigration is on your mind.

Alberta manages its PNP, and Alberta's Express Entry stream is quite popular among immigrants from outside Canada. Under the Express Entry stream, AAIP selects eligible applicants from the Express Entry pool and sends them invitations to apply for a provincial nomination under the Express Entry stream.

One of the key benefits of this Express Entry-aligned AAIP stream is its CRS cut-off score requirement, i.e., only 300 points. It means more candidates from the pool stand a chance of receiving their Notification of Interest from Alberta.

If candidates receive their provincial nomination, they'll automatically get 600 additional points to their overall CRS scores. Such a high score virtually guarantees they will get an Invitation to Apply for Canada permanent residence in the upcoming Express Entry draw.

Saskatchewan Immigrant Nominee Program (SINP)- ISW (International Skilled Worker)

SINP's International Skilled Worker PNP stream is for those foreign workers with relevant experience in in-demand occupations. To qualify, an applicant must have a minimum of 12 months of work experience in an occupation listed on the In-Demand Occupations List of Saskatchewan.

Also, an applicant must have a minimum of one year of post-secondary education and be proficient in English or French.

The International Skilled Worker category has two streams for candidates who wish to apply outside Canada. The streams include the Saskatchewan Express Entry stream, for which candidates must have an active Express Entry profile. The second is the Saskatchewan Occupations In-Demand stream, for which a language score of minimum CLB 4 is required, among other requirements. 

Ontario Immigrant Nominee Program (OINP)- Ontario Human Capital Priorities Stream

Ontario is among the popular immigration destinations in Canada, thanks to its happening cities like Toronto, Ottawa, Windsor, etc.

Ontario's HCP, i.e., the Human Capital Priorities stream, would make an ideal pathway to permanent residence if you live outside Canada. The HCP stream prioritizes those skilled foreign workers who can fulfil skilled positions in Ontario.

Being aligned with Canada's Express Entry system, one of the key requirements of the stream is to have a valid Express Entry profile. Ontario reviews Express Entry profiles and selects eligible candidates as per provincial needs to apply for nomination.

Under Human Capital Priorities Stream, Ontario also conducts tech draws to invite tech workers under six specific tech occupations.

Moreover, Ontario also has a PNP stream designed exclusively for French-Speaking Skilled Workers. They must have an active Express Entry profile and intermediate to advanced proficiency in the French language to apply.

Nova Scotia Nominee Program (NSNP)- Labour Market Priorities & Express Entry Demand Category B

Two key NSNP streams are aligned with Federal Express Entry and offer an excellent immigration pathway to Canada for candidates outside of Canada. For the Labour Market Priorities Stream, an applicant cannot apply directly. Instead, the NSNP issue invitations periodically to the candidates in the Express Entry pool to submit nomination applications. While in the case of the Express Entry Demand Category B stream, applicants can directly apply, but only during designated periods of application intake. During the intake period, an applicant has to submit an online application through Nova Scotia Portal.

Manitoba Provincial Nominee Program (MPNP)- Manitoba Skilled Workers Overseas

The Skilled Workers Overseas stream is ideal for those skilled workers who demonstrate a prior connection to the province of Manitoba. For example, if you have a friend living in Manitoba, studied there, worked there, or attended any strategic recruitment initiatives. This PNP stream would make an ideal option for you.
