Ontario Announces Strategic Updates Effective July 1, 2025

Ontario has rolled out major enhancements to its Immigrant Nominee Program (OINP), effective July 1, 2025, with the goal of improving program integrity, employer engagement, and alignment with labour market needs.

? 1. New Employer-Led Portal Introduced

A new Employer Registration System launched on July 2, 2025. For the Employer Job Offer streams (Foreign Worker, International Student, In-Demand Skills), employers must now:

  • Register and submit the job offer first

  • Invite the applicant to submit their Expression of Interest (EOI)

  • EOIs will remain valid for 12 months

This change ensures that the employer’s role is verified upfront, increasing legitimacy and streamlining the process.


? 2. Interviews Introduced for Verification

OINP now reserves the right to conduct virtual or in-person interviews with applicants and/or employers to confirm:

  • Authenticity of job offers

  • Accuracy of documents

  • Employer compliance

Those unable to attend in person may request accommodation.


? 3. OINP Can Now Return Applications

Ontario has gained the authority to return applications with a full refund if:

  • The application does not align with labour market needs

  • Quotas for a particular stream are full

  • There are concerns about fraud or misrepresentation

This enables Ontario to better manage processing times and maintain quality control.


? 4. ECEs No Longer Require a Bachelor’s Degree

Early Childhood Educators (NOC 42202) registered with the College of Early Childhood Educators (CECE) are now exempt from the bachelor’s degree requirement under the:

  • Human Capital Priorities (HCP) stream

  • French-Speaking Skilled Worker (FSSW) stream

This change recognizes the regulated status of RECE professionals and opens the door for many skilled ECEs to qualify without an ECA or academic degree.

Under the new Working for Workers Seven Act, Ontario now has the ability to:

  • Open and close OINP streams based on real-time labour needs

  • Reallocate nominations to high-demand sectors quickly
